1. The capacity of Inmarsat to acquire and dispose, in particular, of immovable property shall be exercised with due regard to the Indonesian laws and regulations.
2. The exemption from taxes and duties provided in Article 4 accorded to Inmarsat are subject to the Indonesian laws and regulations.
3. The privileges and immunities accorded to Inmarsat as prescribed in Articles 7, 8, 9, 10 and 11 respectively, shall be exercised with due regard to the Indonesian laws and regulations.
4. Any dispute arising out of the interpretation or implementation of this Protocol provided in Article 17, shall be settled through negotiation or consultation.

Articles 7.9.10.11.
Le Gouvernement de la Republique francaise declare que les immunites prevues aux articles 7.9.10.11 qui sont accordees a leurs beneficiaires dans l´exercice de leurs fonctions, le sont dans la limite de leurs attributions.

Article 8: Le Gouvernement de la Republique francaise declare que les immunites prevues a l´article 8 paragraphe premier alineas b) et c) ne sont accordees au Directeur General qu´a l´occasion de l´exercice de ses fonctions officielles et dans la limite de ses attributions.

Article 9: Le Gouvernement de la Republique francaise declare que les dispositions de l´article 9 paragraphe premier alinea a) ne s´appliquent pas en cas de flagrant delit.

In a Communication to the Government of the Union of Soviet Socialist Republics, which is an integral part (Annex IVA) of the Quadripartite Agreement of 3 September 1971, the Governments of France, the United Kingdom and the United States, without prejudice to the maintenance of their rights and responsibilities relating to the representation abroad of interests of the Western Sectors of Berlin, confirmed that, provided that matters of security and status are not affected and provided that the extension is specified in each case, international agreements and arrangements entered into by the F.R.G. may be extended to the Western Sector of Berlin in accordance with established procedures. For its part, the Governmnent of the Union of Soviet Socialist Republics, in a Communication to the Governments of the three powers which is similarly an intgral part (Annex IVB) of the Quadripartite Agreement, affirmed that it would raise no objections to such extension.

The established procedures referred to above, which were endorsed in the Quadripartite Agreement, are designed inter alua to afford the authorities of the three powers the opportunity to ensure that international agreements and arrangements entered into by the F.R.G. which are to be extended to the Western Sectors of Berlin are extended in such a way that matters of security and status are no affected.

When authorizing the extentsion of the Protocol on the Privileges and Immunities of INMARSAT to the Western Sectors of Berlin, the authorities of the three powers took such steps as were necessary to ensure that matters of security and status were not affected. Accordingly, the Berlin Declaration made by the F.R.G. in accordance with established procedures is valid and the Protocol will apply to the Western Sector of Berlin, subject to Allied rights and responsibilities including those in the area of privileges and immunities.
